One of the most important projects for the sustainable development of Greek livestock farming and the rational distribution of aid through OPECEPE is launched by decision of its political leadership Ministry of Rural Development and Foodunder Mr. Costas Tsiaras. The decision provides for the tender procedure for the preparation of grazing management plans to all administrative Regions of the country, in the “Information Society SA”.
The project will be implemented through a program contract signed between the Ministry of Rural Development and Food and the “Information Society”, with the aim of drafting grazing plans for all regions of the territory, thereby enhancing the utilization of grazing land and supporting farmers.
The drafting of grazing management plans (BCS), as provided for in article 3 of Law 4351/2015, will cover all areas that can be used for grazing, enhancing transparency and effectiveness in the design and use of Livades.
The project includes:
- Nationwide census of the physiognomy and the regime of use of grazing land.
- Evaluation of herb, Livadian status and delineation in Livadi units, which will be distributed to breeders.
- Determination of infrastructure and vegetation improvement interventions to improve pasture.
- Calculation of the cost of growth and organizing land management and animal capital.
The “Information Society SA”, as a ripening and auctioning body, will be responsible:
- The drafting of auction issues and technical specifications.
- Of the competition procedures and the evaluation of tenders.
- Of monitoring and receiving the project and execution of payments.
- The surrender of the project to the main project with complete technical and economic documentation, in accordance with applicable law.
The contractor will be selected through an open procedure by the National System of Electronic Public Procurement (ESDIS), for each Regional Unit separately.
The project is funded:
- From the grazing fees of the regions.
- From resources of the Fund of Agriculture and Livestock, as provided for in article 5 of Law 4351/2015.
The implementation of the project is a decisive step in strengthening Greek livestock farming, with respect to the environment and the principles of sustainability.
The grazing management plans will contribute to the rational exploitation of Livadian land, their rational distribution of breeders, the increase in productivity of the primary sector, but also to the fairer distribution of European aid, through OPECEPE, to the real beneficiaries.
