1 in 4 Citizens in Luxembourg Hold Dual Citizenship, New Data Shows

About a quarter of nationals of Luxembourg have a second passport, according to the National Institute of Statistics and Economic Studies (Statec).

However, in the report published on Tuesday, the agency revealed that the number of those acquiring nationality has decreased, Schengen.News reports.

According to a report from Contacto, among those holding dual citizenship are:

  • 25% of Portuguese origin
  • 14% of French origin
  • 7% of Italian origin

Decline in naturalizations

In 2024, 7,415 people were granted nationality in Luxembourg. Of them, 5,892 were residents in the country, and 1,523 were not residents in Luxembourg. These statistics show a significant decline of a total of 37.7 per cent compared to the 11,904 registered in 2023.

The decline mainly results from the suspension of a law that permitted direct descendants of Luxembourg-born individuals born before 1900 to apply for nationality. In 2024, just 193 people obtained citizenship under this provision.

About 82 per cent of new citizens obtained nationality by choice, after living in Luxembourg for 20 years, or having attended school in Luxembourg for at least seven years. Another 15 per cent obtained it by naturalisation.

Among non-residents who obtained Luxembourg citizenship, the majority of them came from the following countries:

  • Brazil (32.6 per cent)
  • The United States (28.6 per cent)
  • France (14.6 per cent)

About 50% of the Foreign-Born Population in Luxembourg

Internationals accounted for a total of 47 per cent of Luxembourg’s population in 2024, representing a total of 180 nationalities.

Nationals of Portugal continued to remain the largest foreign community, accounting for 13.1 per cent of Luxembourg’s total population, followed by France (7.3 per cent) and Italy (3.7 per cent).

The statistics from the National Institute of Statistics and Economic Studies (Statec) have also revealed that of the total 320,726 foreigners in Luxembourg, a total of 12 per cent were born in the country.

The population of Luxembourg surged by 1.5 per cent in one year, reaching a total of 681,973 inhabitants at the beginning of this year.

Statec figures reveal that in 2024, there were 6,459 births, 4,471 deaths, a total of 25,725 new residents, and 16,444 departures. Last year, Luxembourg gained a total of 9,923 people.

There was a decline in the number of immigrants leaving the country. Nationals of Luxembourg emigrated the most. The figures from Statec revealed that a total of 3,346 people left the country in 2024.
