Reuters released the terms of the agreement proposed by the USA in order to reach an agreement between Russia and Ukraine, and published its oppositions Ukraine and Europeans.
Reuters reports that the US proposal is described as “the US final offer to both sides”, and as it has already been known in previous days even by Donald Trump himself, if Ukraine and Russia do not agree then the US will be withdrawn from the negotiations.
According to the US Crimea, Lugansk, Zaporizia (except for the nuclear power station), Donetsk and Hersona are recognized as Russian territories, while Kharkovo, Zaporizia’s nuclear station and the Kahova Dam. In addition, Ukraine will have no right to join NATO, but will be able to join the EU.
US terms for peace in Ukraine, according to Reuters:
- Permanent ceasefire
- Immediate start of technical negotiations for the implementation of the Agreement
- Providing strong security guarantees in Ukraine
- Guarantors will be an ad hoc group of European states and non -European states who will express their intention to participate
- Ukraine will not seek to join NATO
- Ukraine can seek to join the EU
- US recognizes de jure the control of Crimea by Russia
- US recognizes de facto the control of Lugansk by Russia

- Russia must return unconditionally all deported and illegally displaced Ukrainian children
- Exchange of all prisoners of war
- Russia must to release all civilians inmate
- Ukraine receives strong security guarantees, among other things, from the US, and there is no consensus between allies on NATO integration
- No restrictive measure against Ukrainian defense forces
- States guarantors will be an ad hoc group of European and non -European countries that will express their intention. No restrictions on the presence, weapons and businesses of friendly foreign powers on the territory of Ukraine will be imposed
- OR Ukraine will seek to join the EU
- The territorial issues will be discussed and resolved after complete and unconditional ceasefire
- Soil negotiations will start on the basis of control line
- Ukraine regains control of nuclear station of Zaporizia with the participation of the US, as well as the Kahovka Dam
- Ukraine enjoys unhindered crossing the Dnieper River and control of the Kinbourn Peninsula
- US and Ukraine apply an economic cooperation/mineral agreement
- Ukraine will be fully rebuilt and will be financially compensated, Among other things through Russian state assets that will remain committed until Russia compensates Ukraine for the damage it caused to her
- Sanctions imposed on Russia by US since 2014 may gradually relax after sustainable peace and be reinstated in the event of a violation of the peace agreement.
