Lifting bureaucratic barriers and simplifying procedures for the effective use of school inheritance, donations to the Public and real estate The State are priorities for the government’s financial staff.
Two bills expected to submit next time by the Treasury will attempt to put on new foundations the regime governing the registration and management of the large property of the State with the aim of exploiting it for both investment purposes and new social housing programs.
Regarding donations to the State, in accordance with the provisions announced, the bill will provide, inter alia,:
- The establishment of the National Registry of Benefactors and Donors which will be responsible for the operation of an electronic platform through which donors will submit their proposals for donations to the State. Access to the platform will have the Authority of Emotion Money Laundering to be informed of donations and especially donations of more than 500,000 euros in taxes.
- The establishment of tax incentives such as the abolition of income tax (22%) for institutions and bequests from the year recorded as active in the legacy register. The same is expected for donation tax (0.5%) for donations to public interests.
For school legacies, a sector in which the immediate registration is absent today, the new provisions, among other things, will provide for:
- Immediate public information on the existence of a hereditary right with a will or indispensable through the interconnection with the National Register of Citizens and the Information Systems of the Ministry of Justice.
- Operation of Guardians of Scholars’ inheritance, liquidators and public inheritance auditors, in which lawyers, accountants and audit companies can register.
- Accelerate the clearing process in the light of the value of the inheritance.
- Trial by the One -Member Court of First Instance in Court of First Instance in the Inheritance Right of the State.
In terms of the real estate of the State today, the ERAD will have a central role in its use. The mapping of its 36,000 properties has already been launched with the aim of grouping them and the creation of utilization companies in which individuals will be called upon to participate.
It is foreseen to create real estate groups for which they will be announced. The aim of the Ministry of National Economy and Finance is in the coming months to announce the first tender to exploit the first 1,000 real estate group.
In this context, with a separate competition notice procedure, the aim is to proceed with the utilization of the emblematic real estate.
